Temporary Work Permit for Construction Workers in Canada
A Memorandum of Understanding (MOU)for the construction industry was signed with the Greater Toronto Home Builders' Association (GTHBA) and Citizenship and Immigration Canada (CIC) allowing certain foreign workers into Canada on a temporary work permit.

Construction Recruitment External Workers Services (CREWS) was created to manage, control and facilitate the industry’s role in the foreign worker process. The agreement is in place until September 2007, and allows for the entry of qualified foreign workers to address the current demand for skilled workers.

Through this program, CREWS, workers have arrived from Argentina, Portugal, Poland, Ukraine, the Philippines and from 40 other countries around the world. They are working legally and because of the continued demand for their skills, many have successfully renewed their work permits for subsequent years.
